Dispel Mechanics
You cast this on a monster to remove its beneficial buffs. Whether it removes anything, and how much, is decided in two steps.
1. Landing. The monster first rolls to resist (the Resist Chance above), which your Accuracy lowers. If the monster resists, nothing is removed.
2. Removal, only when it lands. Each of the monster's buffs is removed only when a random value from 0 to 1 is greater than that buff's Dispel Resist after subtracting your Dispel Resist reduction. A buff with 0 Dispel Resist is always removed.
Dispel Resist reduction = Accuracy × 0.5
Here your Accuracy is the only stat involved. It both lands the dispel in step 1 and sets this reduction in step 2, so 20% Accuracy lowers a monster's Dispel Resist by 10 percentage points.
