Mechanics
Scroll Mastery
A scroll casts this skill at one rank per 5% Scroll Mastery, rounded, from rank 1 up to rank 20. At 37% Scroll Mastery, it casts at rank 7. The Rank Scaling table lists the mastery each rank needs.
Rounded means to the nearest whole number. Exact halves go to the even number, so 2.5 becomes 2.
Resist Chance
Each point of the target's Magic Resist adds 0.05% to its chance to resist this skill. Each 1% of the caster's Accuracy subtracts 1% from that chance. Each level the target is above the caster adds 0.5%, and each level below subtracts 0.5%, up to 10% either way. The chance stays between 0% and 90%. See resistance and avoidance.
This skill has no effect on monsters whose pages list Immune to Debuffs.
Dispel
You cast this on a monster to remove its beneficial buffs.
If the dispel lands, each buff has a separate removal chance of 100% minus its Cleanse Resist, plus any reduction described below, limited to 0% - 100%. A buff with 0% Cleanse Resist is always removed.
Monster buffs with Cleanse Resist: Ember Renewal (100%), Fabled Blessing of Nogroth (100%), Red Puffling Buff (100%), Blazeguard (75%), Blessing of Seraphax (75%), Emberguard (60%), Blessing of Forest (50%), Blood Fury (50%), Bloodrage Command (50%), Dragon Shield (50%), Flameveil (50%), Frostcrown's Wrath (50%), Northgate's Frenzy (50%), Primal Fury (30%), Frostheart Renewal (25%), Tides of Restoration (20%). Every other monster buff has 0%.
The scroll subtracts 1% from each buff's Cleanse Resist per cast rank, up to 20% at rank 20 (see Scroll Mastery above). Accuracy helps the dispel land. Scroll Mastery helps it remove resistant buffs.
